What is the UAE E-Invoicing Mandate?

The UAE Ministry of Finance has launched a national e-invoicing system based on the Peppol network. Under Ministerial Decisions 243 and 244 of 2025, in-scope businesses must issue, receive, and report tax invoices in a structured electronic format - PINT AE - through an Accredited Service Provider (ASP) appointed via EmaraTax.

This is not a tax software upgrade. It is a structural change in how invoice data flows between buyers, sellers, and the Federal Tax Authority (FTA). PDFs and paper invoices will no longer be valid tax invoices for businesses in scope.

Key Dates for 2026 and 2027

  • 21 April 2026 - Pilot launch of the 4-corner Peppol exchange model. Businesses can now select an ASP via EmaraTax and start live e-invoice exchange between supplier (Corner 1) and customer (Corner 4).
  • 30 October 2026 - Extended deadline to appoint an Accredited Service Provider via EmaraTax. The original deadline of 31 July 2026 was extended by the Ministry of Finance.
  • 1 January 2027 - Phase 1 mandatory: businesses with annual revenue of AED 50 million or more must issue and receive PINT AE invoices.
  • 1 July 2027 - Phase 2 mandatory: all other in-scope businesses under AED 50 million, including those not VAT-registered if they fall within scope.

The 4-Corner Peppol Model in the UAE

Under the UAE's adoption, the invoice does not travel through a government portal. It travels through a Peppol network of Accredited Service Providers and is simultaneously reported to the FTA. The four corners are:

  • Corner 1 - the supplier issuing the invoice
  • Corner 2 - the supplier's Accredited Service Provider
  • Corner 3 - the customer's Accredited Service Provider
  • Corner 4 - the customer receiving the invoice

The FTA acts as a fifth corner, receiving structured data in near real-time for VAT validation, fraud prevention, and audit.

What is PINT AE?

PINT AE is the Peppol Invoice Standard for the UAE - a localised version of Peppol BIS Billing 3.0 in UBL XML format. Every e-invoice issued under the mandate must conform to this structure. PDF invoices, even if digitally signed, are not compliant.

Who is in Scope?

The mandate covers B2B and B2G transactions. The phasing is driven by annual revenue:

  • AED 50 million and above - Phase 1, deadline 1 January 2027
  • Below AED 50 million - Phase 2, deadline 1 July 2027

Phase 2 includes businesses that are not VAT-registered if they fall within the scope criteria. B2C transactions are currently outside Phase 1 and Phase 2 but are expected to follow in subsequent phases.

What You Need to Do Now

  1. Confirm your phase. Check whether your business revenue places you in Phase 1 (above AED 50M) or Phase 2 (below).
  2. Choose an Accredited Service Provider. Phase 1 businesses must appoint an ASP via EmaraTax by 30 October 2026.
  3. Map your invoice data. Identify how your ERP or accounting system currently creates invoices and what fields you need to extract for PINT AE conformance.
  4. Run a pilot. The 4-corner pilot has been live since 21 April 2026. Sandbox testing now is far cheaper than a rushed go-live in late 2026.
  5. Update your master data. Ensure all customers have valid TRN, address, and Peppol participant identifiers.

Penalties for Non-Compliance

Once the mandate applies to your business, issuing invoices in any format other than PINT AE through an ASP will not constitute a valid tax invoice. Beyond direct penalties, this can block input VAT recovery for customers receiving non-compliant invoices, which causes commercial friction with anyone in scope downstream.
